- Do I have to meet all four requirements to qualify?
Yes! You must meet all four requirements - first-year student (defined below in Question #4), WV resident (or qualify for in-state tuition), Pell eligible, and have a household income of $65,000 or less (defined below in Question #5). You must also meet a FAFSA filing deadline (refer to Question #6).
- Is this scholarship renewable?
Yes, this is a renewable scholarship. You must pass 30 credit hours each academic year (fall, spring, summer) with a cumulative GPA of 2.5 or better. You must also continue to meet the initial residency, income, Pell Grant eligibility, and FAFSA deadline requirements.
- I will be a part-time student. Will I still be eligible for this scholarship?
No, you must be a full-time student during the fall and spring semesters, unless you are in your final semester before graduation. At that time, your scholarship may be pro-rated based on enrollment hours. If you have other extenuating circumstances in which you cannot be full-time (such as student teacher residency), please consult with the GSU Financial Aid Office.
- I am transferring to Glenville. Will I be eligible?
Possibly. As mentioned in Question #1, you must be a first-year student. We define a first-year student as an incoming first-time freshman, or a transfer student with less than 30 credit hours.
- How is "household income" defined?
Household income is defined as a combined Adjusted Gross Income (AGI). We combine the parent(s)' and student's AGIs using the prior-prior tax year information reported on the current academic year FAFSA. If you have extenuating circumstances or need to request a professional judgment, please consult with the GSU Financial Aid Office.
- Is there a deadline to apply for this scholarship?
Yes! You must file your FAFSA no later than the WV priority deadline of April 15 preceding the academic year for which you are attending.
- I am taking summer courses. Am I eligible in the summer?
Possibly. You are eligible for this scholarship to apply to your tuition costs, as long as you are taking summer courses to meet your 30-hour credit requirement because you could not fulfill that requirement during the fall and spring. If you have extenuating circumstances in which you do not need or cannot take 30 hours during the academic year, please consult with the GSU Financial Aid Office.
- Can this scholarship apply to anything other than tuition?
No, this scholarship is tuition-specific. It will only cover tuition costs after all other types of aid have been applied to your student account. It does not cover fees, books, or any costs associated with your room or meal plan.
- What if I have other tuition-specific or other external scholarships? Will these other scholarships affect my eligibility?
Please check with the GSU Financial Aid Office for guidance. However, please note this is a "last-dollar-in" institutional scholarship for tuition only and cannot create a refund.
- How does the Promise Scholarship work with the Pioneer Tuition Advantage?
The Promise Scholarship is a tuition-specific state scholarship that helps pay the cost of tuition only. The award amount is up to a published maximum of $5,500 per year. Promise is applied first to your tuition. Next, other federal and state grants, such as Pell Grant and WV Higher Education Grant are applied. If there is a tuition-only balance remaining after all of that aid, the Pioneer Tuition Advantage covers the tuition gap. If Promise and other grants or scholarships cover all of your tuition, there is no remaining tuition for the Pioneer Tuition Advantage to cover, but you still benefit from additional aid, as that aid can be used toward other educational expenses.
- Is a FAFSA required?
Yes! The FAFSA is required each academic year to determine eligibility for federal and state grants, like Pell Grant and the WV Higher Education Grant, which are applied before the Pioneer Tuition Advantage award is calculated.
- What if my federal/state grants already cover all my tuition cost?
If your federal and state grants fully cover your tuition, a Pioneer Tuition Advantage award would not be needed. Any excess federal or state grant funds may be used to cover other educational expenses, such as room, meal plan, fees, and books, or may be refunded if all other costs are covered, in accordance with federal and state aid regulations.
- Can outside/external scholarships affect my eligibility?
Possibly. Any outside or external scholarships that are to be applied directly to tuition can reduce the amount of tuition remaining and may affect how much of the Pioneer Tuition Advantage award is needed. Because this is a last-dollar tuition-only program, all tuition-specific aid is applied first.
- Is there a limit to the number of semesters I can use the Pioneer Tuition Advantage?
Yes. The Pioneer Tuition Advantage can only be utilized for up to eight full-time semesters. Students must pass 30 credit hours within the academic year to be eligible for renewal.
- Must I maintain Satisfactory Academic Progress (SAP) to be eligible for this scholarship?
Yes. SAP, or an approved appeal, is required to maintain eligibility for the Pioneer Tuition Advantage. See the full SAP policy below:
- Are graduate students eligible for the Pioneer Tuition Advantage?
No, only undergraduate students are eligible.
Pioneer Tuition Advantage Scenarios
- Scenario 1 – Pell Grant + WV Grant Do Not Cover Full Tuition Only Cost
Student’s Aid:
- Federal Pell Grant = $1,200
- WV Higher Education Grant = $3,400
- Total Grants = $4,600
Tuition: $8,666
Remaining Tuition Balance After Grants: $8,666 - $4,600 = $4,066
The amount of the Pioneer Tuition Advantage would be $4,066 for the year. Student would pay $0 tuition but would still be liable for fees, books, room, and meal plan.
Explanation: Because the student’s federal and state grants did not fully cover the cost of tuition only, the Pioneer Tuition Advantage covered the remaining $4,066 tuition balance.
- Scenario 2 – Pell Grant + WV Higher Education Grant Fully Cover Tuition Only Cost
Student’s Aid:
- Federal Pell Grant = $7,395
- WV Higher Education Grant = $3,400
- Total Grants = $10,795
Tuition: $8,666
Remaining Tuition Balance After Grants: $8,666 - $10,795 = ($2,129)
The student would be ineligible for the Pioneer Tuition Advantage. Student would pay $0 tuition, and the $2,129 credit balance could then be applied toward other costs, such as fees, books, room, and meal plan.
Explanation: Because the student’s federal and state grants already covered the tuition cost only in full, the Pioneer Tuition Advantage was not needed. However, the student still benefits from those grants to help with other college costs.
- Scenario 3 – Student Receives Additional Scholarships
Student’s Aid:
- Federal Pell Grant = $2,000
- WV Higher Education Grant = $3,400
- Athletic or Other Institutional Merit Scholarship = $1,500
- Total Grants & Scholarships = $6,900
Tuition: $8,666
Remaining Tuition Balance After Grants: $8,666 - $6,900 = $1,766
The amount of the Pioneer Tuition Advantage would be $1,766 for the year. Student would pay $0 tuition but would still be liable for fees, books, room, and meal plan.

Because the student’s federal and state grants and institutional scholarships did not fully cover the cost of tuition only, the Pioneer Tuition Advantage covered the remaining $1,766 tuition balance.
